Climate Scorecard Magazine is a monthly digital magazine intended to inform those interested in climate change about trends to reduce emissions in leading greenhouse emitting countries. Each month we will focus on a different topic related to climate change, e.g. fossil fuels, renewable energy; and provide our readers with information and analysis of policy and program trends within and across countries. Introduction
For Climate Scorecard Magazine Issue #4, we provide a 2025 mid-year assessment of the effective of climate policies in leading greenhouse gas emitting countries.
Countries provide summaries of new information reflecting recent changes in their greenhouse gas emissions and the effectiveness of their policies. We asked each country to report on any new or amended policies that have affected emissions, particularly those showing a reduction in fossil fuel use and an expansion of renewable energy.
Each country rates the effectiveness of its 2025 mid-term policies using the following Climate Scorecard Report Card Country Rating System.
A – Strong Advance
B – Moving Forward
C – Standing Still
D – Going Backwards
The table below presents a summary of each country’s policy system and its associated rating. While the majority of countries fall into the B or C ratings, the distributions reveal a notable disparity: China is the only country associated with an A rating. In contrast, the United States falls below the average with a D rating.
