At Climate Scorecard, we provide our readers with an overview of Nationally Determined Contributions (NDCs) to the Paris Agreement, signed in 2015. Every five years, signatories are required to submit an updated NDC, that further commits to the goal of limiting the heating of our planet to 1.5°C. Countries are required to submit the third version of their NDC (NDC 3.0) in 2025. As we continue to update our climate scorecard based on submissions made by countries, our friends at the following organizations also track NDCs for different sectors. This list of trackers allows our audience to gain a comprehensive and holistic understanding of how countries are performing when it comes to submitting and meeting the targets and commitments to the Paris Agreement.
1. Climate Pledges Explorer, IEA
The Climate Pledges Explorer by the International Energy Agency (IEA) is an interactive tool that tracks and analyzes countries’ Nationally Determined Contributions (NDCs) and net-zero commitments under the Paris Agreement. It provides insights into how these pledges align with global climate goals, particularly in the energy sector, by assessing emissions reduction targets, policy implementation, and gaps between pledges and actual progress. The tool helps policymakers, researchers, and the public understand the ambition and feasibility of climate commitments worldwide.
2. Climate Education NDCs, earthday.org
The Climate Education NDCs Tracker by earthday.org monitors how countries integrate climate education into their Nationally Determined Contributions (NDCs) under the Paris Agreement. It assesses aspects like curriculum inclusion, teacher training, and youth engagement, helping policymakers and advocates push for stronger climate education policies.
3. Climate Watch NDC Tracker, by WRI
The Climate Watch NDC Tracker by the World Resources Institute (WRI) is an interactive tool that provides country commitment overviews, analyzes and compares Nationally Determined Contributions (NDCs) under the Paris Agreement. It provides insights into countries’ climate targets, policies, and implementation progress, helping users track commitments in economy and sector-wide greenhouse gas (GHG) emissions, mitigation and adaptation strategies, and the linkages between countries’ climate plans and the Sustainable Development Goals (SGDs). The tool enables policymakers, researchers, and the public to explore NDCs by sector, emissions targets, and ambition levels.
4. Climate Target Update Tracker, Climate Action Tracker
The Climate Target Update Tracker by Climate Action Tracker (CAT) monitors updates to countries’ Nationally Determined Contributions (NDCs), net-zero targets, and climate policies. It evaluates whether new pledges strengthen climate ambition and align with the 1.5°C Paris Agreement goal, providing independent assessments of global progress, and looks at the NDCs from an ambition, fairness and finance, credibility, and transparency lens.
5. NDC Equity Tracker, Care About Climate
The NDC Equity Tracker analyzes how countries’ Nationally Determined Contributions (NDCs) align with principles of equity and fairness under the Paris Agreement. It highlights climate pledges with a focus on gender justice, intergenerational equity, and civil society inclusion, while also assessing commitments based on historical responsibility, capacity to act, and fair-share contributions. Compiled by youth climate activists worldwide, the tracker provides proposed solutions and improvements to push for more just and ambitious climate action.
6. NDC Transport Tracker, Changing Transport
The Transport NDC Database by Changing Transport tracks how countries integrate transport sector commitments into their Nationally Determined Contributions (NDCs) under the Paris Agreement. It provides insights into policies, mitigation targets, and adaptation measures for low-carbon transport development. The database helps policymakers, researchers, and advocates assess progress and identify opportunities for more ambitious climate action in the transport sector.
