Global Spotlight Report #69: COP 28 Increased Ambition Recommendations

Introduction

For Post 69 we asked our Country Managers to submit to the Head of their country’s COP 28 delegation a statement of goals to improve their country’s climate ambition. The goals are to specify what can be done to reduce country greenhouse gas emissions by 50% or more by 2030 and become carbon neutral by 2050. Specifically, we asked each Head of Delegation to announce at COP 28 in Doha: (1) what will their country do to strengthen its most recent Paris Agreement pledge and (2) to specify a date that their country will end its production of fossil fuels, especially coal.

Below is a Table Summary of the requests for Increased Ambition announcement that Climate Scorecard Country Managers sent to the Head of their country’s COP 28 delegation. Below are the complete emails that were sent to the Head of COP 28 Delegation for each country. A copy of this Global Report will be sent to the Head of UNFCCC and the Chair of COP 28.

China
  • Increase its Paris Agreement pledge to make it in line with the global 1.5 degree Celsius reduction goal; coal power plant utilization needs to be drastically cut by 2030
European Union
  • Reduce carbon emissions by 60% by 2030; Phase out coal by 2030
France
  • Reduce emissions by 75% by 2030 and become carbon neutral by 2045
Germany
  • Strengthening of the “Deutschland Ticket” for public transport, the introduction of a “Tempolimit” speed law, and the advancement of the German Energy Law; and the elimination of all possible fossil fuel subventions
India
  • Commit to reducing emissions by 55% by 2030 and becoming carbon neutral by 2060 and the complete end of fossil fuel production by 2050

  • Reduce emissions by 50% by 2030 and become carbon neutral by 2050 and end fossil fuel production by 2050
Japan
  • Reduce emissions by 58% by 2030 compared to 2013 levels, and become carbon neutral by 2050; end fossil fuel electricity production by 2040
Mexico
  • Reduce emissions by 40% by 2030 and end fossil fuel production by 2050
Nigeria
  • Reduce emissions by 50% by 2030 and become carbon neutral by 2050; end gas burning by 2030 and fossil fuel production by 2050
Saudi Arabia
  • Reduce emissions below 389MtCO2e by 2030 and below 263MtCO2e by 2050 and become carbon neutral by 2050; and end fossil fuel production by 2060
Spain
  • Reduce emissions by 65% by 2030 and become carbon neutral by 2050; and phase out fossil fuel production by 2030
United Kingdom
  • Reduce emissions by 73% by 2030 and become carbon neutral by 2050; phase out coal production by 2030 and unabated gas production by 2045
