China: Current Emission Levels

The most formidable bottleneck to deep decarbonization remains China’s structural reliance on coal to guarantee grid stability and industrial output.

China’s total greenhouse gas (GHG) emissions reached an estimated 15.54 billion metric tons of CO₂ equivalent (CO₂e) in 2024. However, recent macroeconomic and structural analyses indicate that absolute emissions plateaued at approximately 14.8 gigatonnes of CO₂ equivalent (GtCO₂e, excluding land use) in 2025. This stabilization is largely driven by a deceleration in fossil fuel consumption growth amidst a broader economic transition.

The energy and industrial sectors remain the primary engines of China’s carbon output, reflecting its status as a global manufacturing hub.

  • Electricity and Heat Production: This sector dominates the ledger, generating roughly 6.84 billion tonnes of emissions to maintain baseload power.
  • Manufacturing and Construction: The second-largest source, accounting for 2.69 billion tonnes.
  • General Industry: Contributes an additional 1.17 billion tonnes.
  • Transportation: Accounts for approximately 1.08 billion tonnes of total national emissions.

Sectors with the Smallest Amount of Emissions: Conversely, the aviation and maritime shipping sectors have the smallest footprint, generating a combined 63.2 million tonnes of emissions. Land-use change and forestry account for a nominal fraction of output (approximately 360,000 tonnes) and frequently function as a net carbon sink, contingent upon annual ecological variations.

Comparison to Paris Agreement Baseline: When Beijing formalized its initial Nationally Determined Contribution (NDC) under the 2016 Paris Agreement, baseline emissions stood at 12.9 billion tons. By 2024, that figure had surged by roughly 20% to over 15.5 billion tons. Despite this historic growth, an aggressive domestic rollout of renewable infrastructure, coupled with structural shifts in the real estate and industrial sectors, suggests China’s emissions may have reached a structural peak between 2024 and 2025.

Progress Toward a 50% Reduction by 2030: China is not positioned to halve its emissions from 2020 levels (14.2 billion tons) by 2030. Forecasting models project that absolute emissions will hover between 13.7 and 14.4 gigatonnes at the close of the decade. This trajectory aligns with Beijing’s stated regulatory objective: to peak carbon dioxide emissions before 2030, rather than to execute a 50% reduction in that timeframe.

Progress Toward Carbon Neutrality by 2050: Carbon neutrality by 2050 falls outside Beijing’s current regulatory mandate, which officially targets net-zero status by 2060. Despite unparalleled capital deployment into green tech—including a record 430 gigawatts of wind and solar capacity added to the grid in 2025—accelerating the net-zero timeline by a decade would require a draconian coal phase-out that contradicts current state economic planning.

Greatest Impediment to Emission Reductions: The most formidable bottleneck to deep decarbonization remains China’s structural reliance on coal to guarantee grid stability and industrial output. Despite leading the globe in renewable energy adoption, policymakers continue to prioritize energy security, maintaining a robust pipeline of 291 gigawatts in new coal capacity as of 2025. Unwinding this legacy, coal-dependent infrastructure without triggering an economic contraction or power shortages is the core challenge of China’s climate transition.
