Iniciativa Climática de México (ICM)
Mexico is home to a vibrant network of local NGOs that actively participate in civil society. Many of these organizations work to improve the lives of Mexican citizens, particularly within the climate space. One standout organization operating as both a leading think tank and an advocacy group is Iniciativa Climática de México (ICM). ICM exerts a profound influence on the Mexican federal government, specifically regarding national commitments under the Paris Agreement and the country’s Nationally Determined Contributions (NDCs).
Founded in 2016, ICM initially focused on “re-granting” philanthropic funds to local grassroots groups and marginalized communities. Over time, it evolved into a premier climate think tank, national convener, and strategic policy advocate. Their methodology centers on generating rigorous scientific data drawn from official Mexican government records and international bodies. Using this research, ICM provides pro-bono technical advice on climate mitigation and policy to municipal, state, and federal decision-makers.
ICM’s primary goal is to accelerate Mexico’s transition toward a low-carbon, socially inclusive economy while fulfilling its international climate promises. They pursue this objective through three primary pathways:
- Mobilizing Civil Society: They organize non-governmental networks to demand higher emission-reduction targets from the government; a strategy that successfully pushed climate ambitions onto the national agenda.
- Modeling Net-Zero Decarbonization Pathways: They design detailed, realistic technical blueprints for decarbonizing high-emitting sectors like energy, transportation, and agriculture.
- Designing Financing Frameworks: They establish financial mechanisms to attract investment for green infrastructure, including support for massive clean energy projects such as a 30-gigawatt renewable buildout strategy.
Where Mexico’s official climate policy frequently lags, ICM fills the gap with robust data and actionable roadmaps. Their effectiveness stems from their unique position as a trusted technical authority: rather than acting solely as an outside critic, they build actionable blueprints that lawmakers can adopt directly into public policy.
ICM’s leadership team of veteran environmental scientists and policy experts largely drives this footprint. While the organization functions collaboratively, two key figures drive its strategic vision: Dr. Adrián Fernández Bremauntz (Founder and CEO): A renowned ecologist who served as President of Mexico’s Instituto Nacional de Ecología (INE) from 2005 to 2011. He has represented Mexico across dozens of UN Climate Change Conferences (COPs) and brings deep institutional credibility to ICM’s work; and Jorge Villarreal Padilla (Director of Climate Policy): A regulatory and policy expert who plays a pivotal role in negotiating directly with lawmakers to embed ambitious climate goals into national law. He was also a central figure in legally locking Paris Agreement commitments into national legislation.
