Recommendations to Strengthen India’s NDCs

The NDC Partnership is a network of over 120 countries, facilitated by UNFCCC, that is dedicated to helping each other strengthen their Paris Agreement Nationally Determined Contributions (NDC) Pledges. The Partnership has just released Version 3.0 of the NDC Navigator, an interactive tool that supports the development of updated country NDCs to be submitted in 2025. Below are Climate Scorecard Country Managers’ advice to their countries of what needs to be done to strengthen their NDCs based on the framework of the NDC Partnership Navigator.

Honourable Union Minister, Shri. Yadav,

I am writing on behalf of Climate Scorecard, an NGO dedicated to identifying and advocating for actions that can lower emissions in leading greenhouse gas-emitting countries. As India prepares its updated Nationally Determined Contributions (NDCs) for submission in 2025

we recommend adopting the “All-of-Government and All-of-Society” approach outlined in the NDC Navigator 3.0 tool. This strategy emphasizes the need for effective coordination across government, mainstreaming NDCs into national planning processes, and engaging local and regional governments. Furthermore, incorporating diverse and underrepresented voices, leveraging the private sector, and integrating society-wide perspectives into adaptation planning is crucial for ensuring a just and equitable transition. Implementing these recommendations will enhance India’s climate ambitions and align with the Paris Agreement’s goal of keeping global temperatures below 1.5°C. By embracing these strategies, Indonesia can achieve a more resilient and inclusive transition. We recommend the ministry utilize the NDC navigator tool and the above-suggested links to enhance the forthcoming NDC Plan.

It may be recalled that India’s international climate commitment made by its Prime Minister during COP26 in Glasgow to halve its carbon emissions by 2030, set up installed renewable capacity of 500 GW, and reach net zero status by 2070 are well documented and are being studied for success stories and good practices for their replication in global South.

India, the most populous nation in the world, will face challenges, repercussions, and consequences due to mitigating existing inequitable access to energy across many of its sub-regions. Those located in far-flung areas and away from grid connections involving mostly poor, marginal, vulnerable, low-income communities and unreached populations are of special concern. The NDC Navigator could be useful in providing potential solutions and pathways to address and achieve a just and equitable transition ahead of preparing updated NDCs for 2025.
